Android-based digitization of ‘resource business cards’ for disaster control

Large-scale fire brigade and civil protection operations involve many organisational challenges. Emergency forces from different cities and districts work together at the scene of an emergency to deal with the problem at hand and must be coordinated by an operations management team. A previous attempt by the fire brigades of the Darmstadt-Dieburg district to support the work of the operations management is the so-called operational resources cards. These information cards in paper form contain vehicle and contact data and a list of available resources of each vehicle involved in the operation. When the vehicle arrives at the scene of the operation, the operational resources card is handed over to the head of operations, who can use the cards to gain a good overview of the situation and all available operational equipment. While this concept offers a high degree of added value in terms of coordination, in large operations with many vehicles it can, however, happen that handling these many paper slips becomes confusing and error-prone.

Within the scope of this work, a digital version of the operational resources card will be designed and implemented. It allows to manage all mission-relevant information in a digital format and to present it clearly. The software provides a user interface for filling out the card on the way to the scene of the operation, which is based on the existing paper version and expands it sensibly. The card information is digitally transmitted to the head of operations using wireless transmission technology. An overview is generated from the set of aggregated cards, which efficiently displays all vehicle characteristics, contact information, crew composition including qualifications and additional information, and serves as a basis for the operational command for the ongoing coordination of the mission. The application not only facilitates the handling of the card itself and the process of mission coordination and its flow of information, but also offers the possibility to digitally document the mission overview and share it with all relevant actors to ensure an optimal course of the mission.
